On August 15, the 2024 China Recycled Metal High-quality Development Forum hosted by the China Nonferrous Metals Industry Association was held in Linyi, Shandong. The forum was hosted by the Recycled Metals Branch of the China Nonferrous Metals Industry Association and Resource Recycling Magazine, and co-organized by the Shanghai Futures Exchange and Shandong Zhongjin Lingnan Copper Co., Ltd.

This forum had more than 400 representatives from local governments, industry organizations, industrial parks, vice-chairman units of the Recycled Metals Branch, well-known enterprises, scientific research institutes, investment and financing and trade institutions, and more than 10 exhibitors. The forum focused on the latest developments in industrial policies and technological development, optimization of raw material import management and supervision measures, tax-related risk prevention and control, expansion of investment and financing channels, application cases of new technologies and new models, and industrial chain collaboration.

In his speech, Song Lianzong introduced the basic development situation of Luozhuang District. He mentioned that Linyi proposed the strategic deployment of "revitalizing Luozhuang and returning to 100 billion", and the aluminum-based new materials industry, as one of the leading industries in Luozhuang District, is continuously connecting the industrial chain, supply chain, and innovation chain. The industry is constantly growing and developing, and is concentrating its efforts on building a 20 billion-level aluminum-based new materials industry cluster. At present, the number of aluminum industry enterprises, the number of enterprises above designated size, and the main product types in Luozhuang District have shown strong development momentum. The development of the recycled aluminum industry has formed the leading advantage of leading enterprises. Haomen and Jinma are both provincial manufacturing single champion enterprises, and Haomen, Jinma, and Lixin are all national-level specialized "little giants".

In the main forum, Wang Jiwei said that since this year, the recycled non-ferrous metal industry has been growing in a standardized manner under the promotion of relevant policies such as the two new actions, reverse invoicing, and fair competition review regulations. At the same time, it is facing challenges such as intensified internal competition, tight supply of raw materials, serious product homogeneity, and narrowing profit margins for enterprises. How to use new quality productivity to promote the industry to move towards high-quality development has become an important issue at present.

Zhang Jiuhui, professor of the Dalian campus of the State Administration of Taxation Tax Cadre College, delivered a keynote speech entitled "Recommendations for the Prevention and Control of Tax Risks in Reverse Invoicing of Recycled Metal Enterprises". She introduced the business process of reverse invoicing in detail and pointed out the tax risks that may arise in each link. At the same time, she also gave prevention and control suggestions from the aspects of matters needing attention in invoicing, strengthening business process management, strengthening financial accounting management, and establishing a sound internal control system and risk warning mechanism.

Xu Man, senior manager of the Commodity Department of the Shanghai Futures Exchange, analyzed the development of the metal futures market, looked forward to future development trends, and introduced the research and development of cast aluminum alloy futures. Xu Man pointed out that in the first half of 2024, the price of non-ferrous metal futures experienced a process of rising and falling, but the overall transaction volume remained on the rise.

Gao Sheng, director of the Investment and Financing Committee of the China Development Zone Association, said that private enterprises play an indispensable role in my country's economic development and are a strong engine driving industrial upgrading and employment growth. However, faced with financing difficulties, private enterprises often struggle due to complex credit assessments, limited financing channels and high financing costs. Gao Sheng analyzed the pain points of traditional trade financing and put forward targeted solutions to break the shackles of "difficult and expensive financing". He emphasized that enterprises at different stages of development have different financing needs. Only by precise docking and flexible policy implementation can the market vitality and innovation ability of private enterprises be effectively stimulated.

Chen Qifeng made a report on the production and application of recycled copper products. He pointed out that the direct use of recycled copper is the general trend. The proportion of recycled copper products in the fields of hardware, electrical and transportation will be higher and higher. With the advancement of recycling technology, the expanded application of recycled copper will be rich and colorful. At the same time, we should focus on the same-level utilization, closed-loop recycling technology and products, and do a good job in the crushing and sorting pretreatment technology and melt purification technology of scrap copper.

During the exchange session, Zeng Guohui, director of the Management Committee of Jiangxi Fengcheng Circular Economy Industrial Park, Zhao Rui, deputy director of the Management Committee of Yinchuan High-tech Zone, and Liang Yongzheng, deputy secretary of the Party Working Committee and deputy director of the Management Committee of Guangling Economic Development Zone, respectively introduced the current situation and vision of the local recycled metal industry.

During the forum, a seminar on the fair competition review regulations and reverse invoicing policy and a seminar on the import of recycled copper and aluminum raw materials were held. After the meeting, the participating representatives visited Linyi Huadong Nonferrous Metals City, Linyi Lixin Aluminum Co., Ltd., Shandong Jinma Automotive Equipment Technology Co., Ltd., and Shandong Haomen Aluminum Co., Ltd.
