On November 22, China Tower held the founding conference of the Association for Science and Technology and the 2024 Science and Technology Innovation Conference in Beijing to fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, implement General Secretary Xi Jinping's important expositions on scientific and technological innovation, and promote the strengthening of science and technology and innovative development. With the theme of "Striving for Innovation and Quality, Building a Future Together", the conference released the "Collection of Outstanding Scientific and Technological Achievements in 2024", the China Tower Jingwei Model, as well as the Edge Computing Power Blue Paper and the Low-altitude Economic Infrastructure White Paper. China Tower signed strategic cooperation agreements with China Information and Communications Technology and Beijing University of Posts and Telecommunications, and held a ceremony to unveil the Low-altitude Economic Joint Innovation Center with Xi'an University of Posts and Telecommunications. Zhang Zhiyong, Secretary of the Party Committee and Chairman of China Tower, attended the conference and delivered a speech, and Chen Li, Deputy Secretary of the Party Committee and General Manager, presided over the conference.

Zhang Zhiyong emphasized that China Tower is deeply aware that in order to enhance core functions, improve core competitiveness, play the role of "scientific and technological innovation, industrial control, and security support" and achieve high-quality development, it is necessary to firmly grasp that "science and technology are the first productive force, talents are the first resource, and innovation is the first driving force". At the meeting, China Tower officially released the spatial governance industry big model - "Jingwei Big Model", which includes two parts: visual big model and multimodal big model. The parameters of the visual big model are 18 billion, the average accuracy of target detection has increased by more than 16%, and the average recall rate has increased by more than 13%, which has greatly reduced underreporting; the parameters of the multimodal big model are 200 billion, with three functions of target detection, zero-sample open detection, picture and text question and answer, and reasoning. Among them, the target detection capability is consistent with the visual big model, and the average accuracy of zero-sample open detection is more than 91%. The picture and text question and answer and reasoning results can meet actual business needs. China Tower has also completed the lightweight compression, engineering deployment and pilot verification of the big model, and has the conditions for promotion and application in industries such as emergency, forestry, land, water conservancy, environmental protection, and agriculture. It has further created a general tower intelligent body that can carry out intelligent reasoning analysis and output differentiated disposal strategies for different scene tasks.
